Analysis of Public Comments

The Regulatory Group, Inc., has assisted Federal agencies in analyzing public comments on rulemaking initiatives for almost three decades.  Federal agencies are required to consider the comments submitted by the public in response to agencies' notices of proposed rulemaking by the Administrative Procedure Act, 5 U.S.C. 553(c). TRG’s specialized expertise in Federal agency rulemaking, the Administrative Procedure Act, and rulemaking related case law provides agency clients the best support possible for complying with the legal requirements and achieving the greatest benefit from the public input into the rulemaking process. TRG has been involved in analyzing public comments submitted in response to notices of proposed rulemaking for the Drug Enforcement Administration, Federal Aviation Administration, Federal Motor Carrier Safety Administration, National Park Service, Forest Service, Environmental Protection Agency, Transportation Security Administration, Department of Health and Human Services, Corporation for National & Community Service, Department of Agriculture, and Veterans Administration. TRG has conducted comments analyses on rulemaking dockets ranging from the thousands of comments to hundreds of thousands of comments. In addition to analyzing public comments, TRG is often hired by Federal agencies to review comments analyses performed by agency staff or contractors for compliance with the relevant statutes and case law.
