On December 20, 2023, the Office of Information and Regulatory Affairs (OIRA) issued guidance on EO 12866 meetings. These meetings can be valuable opportunities for stakeholders to provide feedback to OIRA on significant proposed rules during OIRA’s regulatory review process under EO 12866, Regulatory Planning and Review. President Biden asked OIRA to review the EO 12866 meeting process in EO 14094, Modernizing Regulatory Review. The goal of the guidance is to “promote greater public engagement in OIRA’s regulatory review process.”

OIRA informed the world of the guidance with three documents published on the White House OMB website. One of those documents was the guidance. In addition, OIRA published an Explanation and Response to Public Input document, essentially guidance on the guidance. OIRA also published a press release announcing the guidance on improving EO 12866 meetings and the guidance on the guidance.
