This 3-hour seminar will teach you the inside baseball of government rulemaking. You will gain insights into the two most important parts of the commenter's role in notice and comment rulemaking: first, you will learn how to write useful comments. Second, you will learn the rulemaking process so you can most effectively advocate for your organization and views.

This course will cover:

• The federal rulemaking process
• The role of public comments in federal rulemaking
• The requirements (statutes, executive orders, court decisions, OMB guidance, agency procedure) that agencies must comply with in rulemaking
• The pressures on regulatory agencies that influence decisionmaking
• How to use your public comment and knowledge of the process to have the greatest effect on agency policymaking
